Overview
- An interministerial order published on December 31, 2025 excluded all 92 Rio de Janeiro municipalities from the 2026 VAAR redistribution of Fundeb.
- The NGO Todos Pela Educação estimates the loss will exceed R$100 million this year, resources municipalities could otherwise use flexibly across their budgets.
- Rio is the only state without an ICMS Educacional in place; a bill was published on October 30, 2025 but was not brought to a plenary vote before the recess.
- Acting Alerj president Guilherme Delaroli said the measure will be prioritized when the legislature returns on February 2, with an extraordinary session planned in the first days back.
- The Education Ministry says the state can only requalify for VAAR in 2027 if the law is enacted, after receiving exceptional transfers in 2024 (R$106 million to 35 cities) and 2025 (R$100 million to 25 cities).
