Rio Municipalities Cut From 2026 Fundeb Results Transfers as Alerj Pledges February Vote

Overview

• An interministerial order published on December 31, 2025 excluded all 92 Rio de Janeiro municipalities from the 2026 VAAR redistribution of Fundeb.
• The NGO Todos Pela Educação estimates the loss will exceed R$100 million this year, resources municipalities could otherwise use flexibly across their budgets.
• Rio is the only state without an ICMS Educacional in place; a bill was published on October 30, 2025 but was not brought to a plenary vote before the recess.
