Overview
- Decree No. 57.657, signed by Mayor Eduardo Paes and published on March 10, establishes the municipal System of Shared Electric Scooters with comprehensive operating rules.
- Operations will follow a station-based model, physical or virtual, requiring pickup and return only at city‑authorized areas that may occupy sidewalks, parking spaces, plazas or parks without blocking pedestrian flow.
- Operators will be chosen through a public call managed by CCPar with technical analysis by SMTR and CET‑Rio, and the framework provides for payment integration with the Jaé municipal fare system.
- Scooters may use bikeways and streets limited to 40 km/h, with speeds capped at 20 km/h on roads and cycleways and 6 km/h in shared pedestrian areas, and riding on VLT or BRT lanes or on general sidewalks is prohibited.
- Users must be at least 18, register on a digital platform and complete mandatory hybrid training, while operators must install speed limiters and safety gear, carry liability insurance, fix misparking within one hour, pay fees of R$30 per scooter per month for up to 90 days then R$0.20 per trip, and comply with oversight by SMTR, CET‑Rio, the Public Order Secretariat and the Municipal Guard.
