Overview
- On Wednesday the regions approved an atto di indirizzo that asks general practitioners to provide up to six hours a week, for 48 weeks a year, with local health authorities required to guarantee at least one doctor per Case di Comunità and to distribute hours among GPs.
- The regional decision is designed to unblock progress toward the PNRR goal of opening 1,038 Case di Comunità by the June 30 reporting cutoff so that costs remain eligible for EU funding.
- Agenas guidance says clinics must also have a ‘congruous’ number of specialist outpatient hours, but there is no national plan yet for how those specialist posts will be funded or staffed.
- Hospital doctors’ unions have warned that moving specialists to territory work without new hires would weaken hospitals; Anaao has sent a formal diffida after reports that Veneto tried to order hospital doctors into community clinics.
- The regions and ministry have shifted the issue to Sisac collective bargaining while keeping a decree-law as a fallback and scheduling broader contract talks and a comprehensive act by September 30.
