Ramaphosa Orders Special Task Team to Fast-Track Probes From Madlanga Commission Interim Report

He accepted referrals based on prima facie evidence to accelerate criminal, disciplinary and prosecutorial decisions.

Overview

  • Presidential directives announced on 29 January instruct Police Minister Firoz Cachalia and National Commissioner Fannie Masemola to constitute a special investigations task team led by a senior official reporting directly to Masemola.
  • The commission’s interim report, submitted on 17 December 2025, referred five SAPS members and nine current or former Ekurhuleni/EMPD officials for urgent investigation, including Major-Generals Lesetja Senona and Richard Shibiri and suspended EMPD chief Julius Mkhwanazi.
  • The matters involve alleged criminality, corruption, fraud, murder, perjury and other unlawful actions across SAPS and the Ekurhuleni structures.
  • The Presidency and the commission stress that the referrals are prima facie allegations rather than final findings, with several implicated individuals yet to respond and further testimony still to be heard.
  • Where IPID is already handling cases, the commission will seek updates and explanations for delays, and Ramaphosa has called for swift implementation to help restore public trust and strengthen law-enforcement capacity.
