Overview
- The Presidency instituted a probe into the Chinese-led Exercise Will of Peace 2026 to examine why an order barring Iranian naval participation was not followed.
- A four-member panel chaired by Justice B. M. Ngoepe, with Justice K. Satchwell, Justice M. M. Leeuw and Rear Adm (JG) P. T. Duze, will report directly to President Cyril Ramaphosa.
- The panel is empowered to summon defence or public service personnel and to obtain all relevant documents, including classified material.
- It must deliver findings within one month of establishment, with the President able to extend the deadline on compelling grounds.
- Proceedings will be confidential for national security reasons, and the President may decide whether to publicise any outcomes on the panel’s and the minister’s recommendation.
