Overview
- The Quilmes council approved a municipal measured-parking system with electronic enforcement and vehicle weighing, backed by Peronists, UCR, PRO and part of La Libertad Avanza.
- Protesters linked to the MTE rallied outside the municipal building during the vote, and Buenos Aires provincial police intervened, with reports of at least one person injured and one detained.
- The municipality says the ordinance will allow formal hiring of former ‘cuidacoches’ with pension contributions, health coverage and other labor rights.
- MTE leaders and allied politicians call the move a privatization that outsources workers’ jobs, and a public confrontation intensified between Juan Grabois and Mayra Mendoza after a leaked audio response from the latter; critics also allege the tender favors a private operator.
- The new scheme is expected to cover just over 110 blocks across Quilmes Centro, Quilmes Oeste and Bernal Centro, while a parallel trend is seen in Rosario, which reported 202 ‘cuidacoches’ detentions in 2025 under coordinated municipal–police operations.
