Putin Signs Law Pulling Russia From European Anti-Torture Convention

The move ends independent CPT inspections in Russian detention facilities.

  • The law was published on Russia’s official legal portal and also denounces Protocols No. 1 and No. 2.
  • The government advanced the withdrawal over the past month, with Mishustin’s proposal on Aug. 25, Putin’s bill on Sept. 8, and Duma approval on Sept. 17.
  • Moscow cites the absence of a Russian member on the CPT since December 2023 after the Council of Europe blocked a replacement following Russia’s 2022 expulsion.
  • Following denouncement, CPT complaints from detainees will not be reviewed, and access to prisons and detention facilities for unannounced visits ends, leaving oversight to FSIN and domestic courts.
  • The CPT previously reported torture and harsh conditions and said Russia ignored access requests, including after Alexei Navalny’s death in 2024, while officials insist other anti-torture treaties still apply.
