Punjab to Send DGP Panel to UPSC as Commission Returns Uttar Pradesh’s Proposal

The moves follow Supreme Court scrutiny of prolonged acting DGP tenures.

Overview

  • Punjab chief minister Bhagwant Mann said the state will forward a panel of IPS officers to the UPSC for selection of a regular DGP, pledging to follow the rules.
  • Punjab has asked the UPSC to allow the additional chief secretary (home) to sit on the empanelment committee in place of the outgoing DGP, who is a contender.
  • Acting Punjab DGP Gaurav Yadav has held the post since July 2022, exceeding the usual six-month acting window, with several seniors retired or on central deputation.
  • The UPSC returned Uttar Pradesh’s proposal for a permanent DGP over technical discrepancies and asked for a fresh submission within three months under 2025 guidelines and Supreme Court rulings.
  • The developments come after the Supreme Court’s February 5 order against prolonged acting arrangements and its March 12 rebuke to non-compliant states, followed by UPSC reminders to Punjab.
