Prosecutors Detail Deadly Extortion Attacks on Lima Public Transport in New Bulletin

The bulletin underscores stalled investigations, with most cases still in the preliminary phase.

Overview

  • The Public Ministry recorded 125 extortion-linked attacks on public transport in Lima and Callao from August 2024 to December 2025, causing 169 victims—93 dead and 76 injured—with 105 attacks occurring in 2025 as victims rose from 31 in late 2024 to 138 in 2025.
  • Attacks clustered at night—especially between 6 p.m. and midnight—and on weekdays, with Friday and Wednesday registering the highest counts in the fiscal registry.
  • Geographically, Lima Norte logged the most attacks (41), San Juan de Lurigancho had the most at the district level (17), Lima Sur tallied the most victims, and San Juan de Miraflores recorded 21 victims.
  • Drivers made up 67.5% of victims, men 87.6%, and the 40–49 age group accounted for 29%, with most assaults occurring inside buses (46 cases), combis (39) and mototaxis (32).
  • Firearms were used in 97.6% of incidents and assailants moved by motorcycle in 71.6%, while prosecutors opened 117 cases—77.8% still preliminary and 16.2% archived—with only 19.7% initially classified as extortion due to anonymity and fear of reporting.
