President Murmu Withholds Assent to West Bengal Bills Seeking CM as University Chancellor

The returned 2022 amendments had sought to install the chief minister as chancellor of state-aided universities.

Overview

  • The Governor's office said the President withheld assent and returned three bills passed by the state assembly in 2022.
  • The measures were the West Bengal University Laws (Amendment) Bill, the Aliah University (Amendment) Bill, and the West Bengal University of Health Sciences (Amendment) Bill.
  • With assent denied, Governor C. V. Ananda Bose continues as chancellor under principal laws that designate the Governor by virtue of office.
  • The bills were reserved for presidential consideration in April 2024 after prolonged friction over vice-chancellor appointments, including objections raised by former governor Jagdeep Dhankhar.
  • The state had argued the changes would speed decisions and VC appointments, while the BJP and CPI(M) warned of political interference, and a TMC leader indicated the issue could be reintroduced incorporating any presidential suggestions.
