Premier League Plans November Vote on Replacing PSR With 85% Revenue Cap

The proposed squad cost ratio would cap squad spending at 85% of revenue to align with UEFA-style rules.

Overview

  • Chief executive Richard Masters said a decision is "coming up" after clubs were told an alternative to PSR will go to a vote next month.
  • Current PSR limits allow up to £105m in losses over three years and have led to points deductions for Everton and Nottingham Forest.
  • The league has been shadow-trialling a squad cost ratio and a "top-to-bottom anchoring" model that links spending to the lowest earner’s income.
  • UEFA’s version caps squad costs at 70% of revenue, and nine Premier League clubs already comply, with Chelsea and Aston Villa fined in July for breaches.
  • If clubs approve the change, the new framework could take effect from the start of next season.
