Plymouth Officer Arrested on Child Rape Charges After State Police Investigation

Following a court affidavit that triggered protection orders, state police opened a probe that led to the arrests.

Overview

  • Samantha Pelrine and her husband, Daniel Forand, were taken into custody at their Plymouth home Thursday and brought to the State Police barracks in Middleboro for booking before arraignment in Plymouth District Court.
  • Legal filings show Pelrine faces four felony counts that include aggravated child rape with force, while prosecutors had not released Forand’s specific charges at the time of booking.
  • The case began March 17 with a handwritten affidavit from a now–early-20s accuser who said the couple took him in at age 12, became his legal guardians about a year later, and then sexually abused him through 2025, with physical abuse by Forand into 2026.
  • A judge granted abuse-prevention orders requiring no contact, a 100-yard buffer, and the surrender of firearms and firearm ID cards, and Pelrine was placed on paid leave that same day after state police notified her department.
  • Police leaders said they are conducting an internal review and noted the restraining order expires Friday afternoon, with a court hearing scheduled March 27 that could extend the protections.
