Plano Advances Plan for $1 Billion Dallas Stars Arena With Up to $700 Million in Public Support

The council vote opens a path for the team to leave downtown Dallas, triggers state review, and puts a possible voter-approved venue tax on the table.

Overview

  • Plano City Council voted unanimously Monday to approve a nonbinding letter of intent, an incentive agreement, creation of a Tax Increment Reinvestment Zone, and measures to pursue venue taxes.
  • City documents put the arena at about $1 billion and the full sports and entertainment district at roughly $3 billion with the city authorizing up to $700 million in public contributions through a TIRZ and other tools.
  • Under the proposed structure the City of Plano would own the arena and would offer the Stars a 30-year lease if the project moves forward.
  • Council also approved about $15 million to help demolish The Shops at Willow Bend with demolition targeted for 2027 and community open houses scheduled in July for public input.
  • Key next steps include negotiating definitive contracts, submitting a venue-project resolution to the Texas Comptroller before any tax election, resolving financing and infrastructure studies, and aligning a final plan with the Stars’ 2031 lease timeline.
