Overview
- Two former Phoenix officers, Antonio Felix and Luis Vasquez Jr., were arrested and fired on felony counts including kidnapping and aggravated assault over an unreported Aug. 5 traffic stop where prosecutors say a couple was beaten and tased.
- On Sept. 2 the City of Phoenix released the officers’ personnel and disciplinary records and opened reviews by the Organizational Integrity Bureau and Professional Standards Bureau of their reports, body-worn footage, and prior calls for service.
- The released files show prior supervisory actions such as missed court appearances, incomplete reports, failure to activate a body camera, several vehicle collisions, and multiple commendations for each officer.
- Detectives say the officers admitted to the incident, investigators used digital forensics to corroborate victim accounts, both men were added to the Brady list for credibility issues, and the Maricopa County Attorney’s Office is reviewing cases tied to them.
