- The City Council, in an 8–1 vote Wednesday, approved a policy that requires ICE to get written permission before using most city sites for staging, processing or operations.
- The ban does not cover Phoenix Sky Harbor Airport, Phoenix Municipal Court, public streets and sidewalks, or city properties run by other entities, and it does not apply when agents have a warrant or during emergencies.
- Phoenix Police Chief Michael Giordano becomes the primary contact for outside agencies seeking access, and the city manager makes the final decision on requests.
- City staff will document potential civil-rights violations, train on how to verify judicial warrants and handle encounters with federal agents, and track ICE activity and its effects on police and fire services; residents can submit complaints through the police oversight office.
- The city will launch a Know Your Rights campaign in more than 120 languages, building on an initiative spurred by January federal raids and DHS’s purchase of a Surprise warehouse for a planned detention site.
