Phoenix Council Advances Immigration Enforcement Transparency Ordinance After Disrupted Session

City staff must deliver a 45-day proposal for oversight measures.

Overview

  • The City Council voted 8–1 to move forward with a Community Transparency Initiative and to begin drafting related ordinances, regulations and guidelines.
  • Staff were directed to return within 45 days with a framework to investigate alleged crimes by federal immigration authorities, track impacts on city services, and train employees on warrant procedures, along with outreach plans and budget assessments.
  • The study session ended after roughly 30 minutes when pro-immigrant protesters interrupted proceedings, following objections to the lack of a public comment period.
  • Mayor Kate Gallego said ICE agents pepper-sprayed protesters at 32nd Street and Shea during the Zipps raids and characterized the action as assault.
  • The push follows last month’s federal raids at Zipps Sports Grills as some locations reopen, and it comes as Arizona Attorney General Kris Mayes considers a public-nuisance action regarding an ICE detention plan in Surprise.
