Overview
- Surveillance video shows a masked person running up to and antagonizing people around City Hall over roughly 15–20 minutes on Aug. 12, including chasing a 40-year-old jogger who was asked, “Are you ready to die?”
- Officers describe the suspect as a slim Black male about 5'8" and 16–20 years old who wore a white 'Chucky' doll–style Halloween mask, briefly pulled the mask down and appeared to record encounters on a cellphone.
- Police say the offender accosted at least six people but only the jogger has filed a formal report so far, and investigators released stills and video while urging other victims or witnesses to come forward.
- Authorities outlined possible charges including terroristic threats, harassment, simple assault, reckless endangerment and intimidation, and warned the public not to approach the suspect but to call the tip line at 215-686-TIPS.
- A bystander who confronted the masked man later told reporters she kicked him in the chest and he fled; investigators say they are combing social platforms for uploads that could identify the suspect and are canvassing the area for leads.
