Philadelphia Man Detained After Raid Finds Chemicals, Drum and Items Linked to Missing Women

Investigators are testing hazardous materials and biological samples to see if evidence from the Olney property connects to two long‑missing women.

Overview

  • Eugene Albert Horsch was arrested following a June 19 encounter in Center City that led officers to search his Olney rowhouse and seize weapons, drugs and a fake DEA badge.
  • Searches of 417 W. Chew Ave uncovered large quantities of unknown chemicals, a 55‑gallon drum rigged to water lines, urns, multiple firearms and an unsigned multi‑page note referencing violence and Ted Bundy.
  • Police reported a significant amount of blood inside the house but said forensic tests have not yet determined whether it is human or whose it is.
  • The FBI, Hazmat teams and Philadelphia forensic units have collected materials for laboratory analysis, have begun sewer inspections, and say they may excavate yards as testing continues.
  • Horsch was arraigned on a federal charge of being a felon in possession of a firearm and ordered detained while investigators probe possible links between items found in the home and at least two women who disappeared in 2016 and 2023.
