Petroperú Cancels Transformation Tender After Decree Assigns Reorganization to ProInversión

The company says it will coordinate with the energy and finance ministries to keep operations stable.

  • The board authorized the cancellation on February 4 under Agreement No. 010-2026-PP, ending international process PCI-0002-2025-OFP.
  • Decree of Urgency 010-2025, published December 31, 2025, transferred the design, conduct and execution of Petroperú’s patrimonial reorganization to ProInversión.
  • The first international call in 2025 was declared deserted after the sole valid offer of US$13.6 million exceeded the reference amount by about 17.3%.
  • A second call drew proposals from Riveron, an Alvarez & Marsal consortium, FTI Consulting with Miranda & Amado, Arthur D. Little with DLA Piper, Project Nazca–Deloitte, and Wood Mackenzie, with an award date pushed to February 23, 2026 before the cancellation.
  • Petroperú reaffirmed plans to coordinate with the Energy and Mines and Economy and Finance ministries, while the Ombudsman has filed an unconstitutionality challenge to DU 010-2025 at the Constitutional Court.
