PETA Asks Regulators to Probe Paco Lopez Over Whip Footage From Preakness Win

HISA and Laurel Park stewards will review video under a rule that bans lifting the crop above the jockey’s helmet and could impose fines, suspensions or purse forfeiture.

Overview

  • Paco Lopez rode Napoleon Solo to victory in the 151st Preakness on Saturday and collected a $120,000 share of the winner’s purse.
  • PETA submitted frame-by-frame video and still images it says show Lopez raising his whip hand above his helmet three times before striking the horse and asked HISA to strip his winnings.
  • The Horse Racing Integrity and Safety Authority confirmed the matter is under review and said the Laurel stewards will examine the race footage to determine whether HISA Rule 2280(c)(1) was violated.
  • Lopez was recently reinstated after a six-month suspension for prior whip-rule breaches, and his attorney, Drew Mollica, said they have no knowledge of any inquiry.
  • If stewards find a violation they can levy fines, suspend Lopez or order forfeiture of purse money, and the review’s outcome will shape scrutiny of repeat whip offenses in racing.
