Overview
- The Contraloría launched a nationwide field audit that is now inspecting projects in Ica and Puno to check how public money is being used and to spot risks early.
- In Marcona, auditors found a wastewater treatment plant worth more than S/50 million that is 92.5% built yet idle since 2021 because it lacks a permit to run a pipe across private land, and part of the facility is being used as an oxidation pond.
- Inspectors in the same district reported an unused reservoir finished in 2015 that shows wear, a S/44 million Ricardo Palma school designed without clear solutions for rocky soil, water or power and with no site supervisor, and a suspended municipal remodel due to the lack of a contingency plan.
- In Puno’s Macusani district, a secondary school project budgeted at over S/50 million shows only 4.2% progress after a March suspension and an April 7 restart, and auditors cited no on-site supervisor, missing key contractor staff, expired worker life insurance, poor storage of cement and steel, and incomplete use of the BIM planning tool.
- A nearby road and sidewalk job at 87% progress showed messy work areas, bad material storage and drains left without desilting, and the watchdog said it will issue alerts so the responsible entities take corrective action.
