Peru Transfers High-Risk Inmates to Remote Maximum-Security Prisons

Overview

  • The Instituto Nacional Penitenciario (INPE) completed coordinated transfers on May 21–22 that moved 11 inmates from Chincha and two inmates implicated in a May 16 Puno attack to remote maximum-security prisons including Challapalca, Cochamarca, Juliaca, Cajamarca and Chachapoyas.
  • INPE said the relocations were based on penitentiary intelligence that linked the transferred prisoners to organized extortion and command activity run from inside cells.
  • Security forces deployed more than 180 personnel from INPE tactical units, the Group of Special Operations (GOE/GOES) and the National Police (PNP) to carry out the operations and secure transit routes.
  • The Puno attack victim Percy Ccaso Ventura was reported stable after suffering 16 stab wounds and identifying his assailants, and the two Puno inmates were moved under regional resolution D000092-2026-INPE-ORAP.
  • The transfers implement the government’s deshacinamiento policy to reduce overcrowding and isolate gang leaders, but they have raised concern among residents and local officials in Tacna and other host regions about housing high-risk prisoners nearby.
