Peru Signs Adenda No. 5, Unlocking $470 Million to Modernize Five Southern Airports

Surging passenger demand is driving capacity and safety upgrades.

  • The MTC and PROINVERSIÓN signed the contract amendment with Aeropuertos Andinos del Perú at the Presidential Palace, authorizing more than $470 million for Arequipa, Juliaca, Puerto Maldonado, Tacna and Ayacucho.
  • Juliaca receives the largest share with a new runway and drainage systems near $200 million, plus a terminal expansion over $30 million and a $24 million perimeter fence.
  • Arequipa, Tacna and Puerto Maldonado will expand passenger terminals with budgets exceeding $35 million, $50 million and $30 million respectively, while Ayacucho adds a new perimeter fence of about $10 million.
  • All five airports will install new perimeter fencing to strengthen operational safety, with additional improvements to terminals, pavements and drainage.
  • Works are slated for 2026–2028 under the existing financing scheme, with a new anti-corruption clause enabling contract termination for irregular acts and policy alignment that supports direct international routes under Peru’s open-skies approach.
