Peru Sets National Standards for Serenazgo Non-Lethal Gear as Lima Prepares Taser Purchase and Surco Starts Patrols

Uniform technical limits for six devices take effect nationwide under Interior Ministry training oversight.

  • The Interior Ministry’s Resolution N° 0323-2026-IN, published in El Peruano, establishes mandatory specs for six authorized tools: handcuffs, shields, tonfa batons, pepper spray, bulletproof vests and electric-discharge pistols.
  • Technical caps include pepper spray with up to 1.3% capsaicin and tasers with at least 3 meters of range, a maximum of 2 milliamperes and discharges up to 5 seconds, with procurement required to follow the new baseline standards.
  • The ministry will disseminate guidelines and train personnel, with implementation funded from institutional budgets without additional Treasury resources and with use constrained by human rights norms.
  • Lima’s mayor Renzo Reggiardo says the city will immediately begin buying 200 tasers for serenos and has already acquired bodycams to document interventions.
  • Santiago de Surco begins patrols on March 19 with 20 trained serenos equipped with tasers and auto-activating bodycams, with 130 more devices to follow within a month, as debate continues over effectiveness and coordination with the police.
