Overview
- The Peruvian Executive published Supreme Decree No. 023-2026-RE on Friday to ratify the 2011 FTA and the Protocol that updates the pact, and the decree bears the signature of President José María Balcázar.
- The Protocol negotiated after talks were reactivated in 2024 makes specific changes to sanitary and phytosanitary rules, trade in services, rules of origin, public procurement and intellectual property and resolves the WTO dispute known as DS 457.
- Peru will notify Congress of the ratification and continue coordinating with Guatemalan authorities on the technical and legal steps required for the agreement to enter into force.
- Bilateral trade is concentrated in agricultural goods that represent about half of exchanges; in 2025 Peru exported about US$132 million to Guatemala and 387 Peruvian firms sold goods there that year.
- Officials say the pact is intended to broaden market opportunities for exporters, especially small and medium firms, and could attract investment and diversify Peru’s export destinations as implementation proceeds.
