Peru Puts 382 Districts Under 60-Day Emergency as Rains Trigger Huaicos and Flooding

Continuing forecasts of heavy rain have elevated landslide risk in hundreds of highland districts.

Overview

  • The 60-day emergency under Supreme Decree No. 003-2026-PCM covers 382 districts in 20 regions to accelerate prevention, response and rehabilitation.
  • SENAMHI advisories 009 and 008, extending 005, warn of moderate-to-strong precipitation, hail and snow through Jan. 13 across the coast, sierra and selva, including Lima’s highlands.
  • INDECI, using CENEPRED projections, has identified 480 highland districts at imminent risk of huaicos and landslides.
  • Huaicos and flooding have blocked routes between Ayacucho and the VRAEM and isolated communities, while Trujillo reported street inundation and water infiltration at Hospital Belén.
  • Local capacity concerns persist as Lambayeque seeks inclusion in the decree and authorities underscore that emergency actions must be funded from existing regional and municipal budgets.
