Peru Public‑Sector Unions File S/700 Monthly Pay Rise Bid as Government Review Begins

The government now reviews the unions’ 44‑clause package under Law 31188.

Overview

  • The proposal seeks a uniform S/700 monthly increase for all public employees effective January 1, 2027, covering DL 276, DL 728, CAS (DL 1057), Servir (Law 30057) and other regimes.
  • Unions also demand two aguinaldos per year equal to a full monthly salary plus a 9% bonus on each, replacing today’s fixed amounts.
  • A one‑time, non‑pensionable bonus in January 2027 is proposed on a sliding scale from S/2,500 to S/600 based on income bands.
  • The pliego calls for CTS expansion to 100% of total pay for specified regimes, full regularization of CTS owed from May 2014 to October 2015 with interest, and a CAFAE overhaul with standardized tiers and partial transfer to base pay (MUC).
  • After the January submission window closes on January 30, the Executive has 10 days to issue observations, the negotiation table is expected to be installed around February 11, and unions aim to sign by mid‑June for 2027 application; no agreement has been reached.
