Peru Names Jorge Cotos Ochoa to Head INPE’s National Penitentiary Council

The appointment fills a vacancy to ensure continuity during INPE’s transition toward the new SUNIR agency.

Overview

  • The designation was made official by Supreme Resolution No. 054-2026-JUS published in El Peruano, signed by President José María Balcázar and countersigned by Justice Minister Luis Enrique Jiménez Borja.
  • The resolution notes the council presidency was vacant and states the move is intended to guarantee continuity in INPE’s management.
  • Legislative Decree No. 1710 establishes SUNIR to absorb INPE, Pronacej and Pronapres, with current entities retaining their functions until the merger concludes.
  • Jorge Henry Cotos Ochoa previously served as director of the Establecimiento Transitorio de Lima Norte and as head of INPE’s Northern Region, which administers 11 prisons.
  • Local reports recall a 2015 dispute with the Ombudsman’s Office over supervision access and a fiscal probe opened in January 2026 for alleged abuse of authority, for which INPE approved providing his legal defense.
