Peru Moves 100 High-Risk Inmates to Challapalca Maximum-Security Prison

The relocation advances a national reclassification drive intended to isolate criminal leaders to curb prison-based extortion.

Overview

  • The INPE-led operation used its Special Operations Group with National Police support under strict security, overseen by Justice Minister Walter Martínez and INPE chief Iván Paredes.
  • The prisoners were moved from five facilities in Lima and Callao: Lurigancho (29), Ancón I (22), Miguel Castro Castro (20), Callao (22) and Huaral (7).
  • Of those transferred, 66 are sentenced and 34 face trial, tied to aggravated robbery, criminal organization, contract killing, extortion, homicide, illicit arms trafficking and drug trafficking.
  • The Tacna Frente de Defensa rejected the measure, while the regional police chief said security at Challapalca will be reinforced and a request for additional officers is under review.
  • INPE reports roughly 4,100 prison searches and 450 high-risk transfers in the second half of 2025, indicating that further relocations and controls will continue nationwide.
