Peru Makes Military Registration Mandatory at 17, Sets S/275 Fine for Noncompliance

The measure modernizes recruitment, granting the Executive flexibility to extend reserve training for security reasons.

Overview

  • By Supreme Decree No. 018-2025-DE published in El Peruano, the Government updated the Service Military Regulation to align with Law No. 31488, taking effect on January 1, 2026.
  • Peruvians must register in the Registro Militar upon turning 17 and before turning 18, with those who miss the window classified as “omisos.”
  • Individuals labeled omisos must pay a penalty equal to 5% of the UIT (about S/275) at Banco de la Nación, which is waived if they complete the Servicio Militar Acuartelado within the legal timeframe.
  • Registration is free and, for now, processed in person at Army, Navy or Air Force registration offices in Peru or at consulates abroad, with only a DNI required.
  • The reform provides non-certifying orientation training for licenciados via Defense and the Transport Ministry, and allows the Executive to extend reserve instruction by Supreme Decree for national security.
