Overview
- The Executive published Decree of Urgency N.° 005-2026 on May 30, authorizing a S/170 million package to address a collapse in rice profitability.
- The decree directs up to S/120 million for Midagri to buy rice from family farmers for free distribution to poor households and sets a ten working-day deadline for Midagri to publish operational rules.
- A further S/50 million is allocated for cleaning, desilting and maintenance of minor irrigation infrastructure to be executed in districts declared in emergency with oversight by the Contraloría General.
- Producer groups and unions say the S/170 million is insufficient, have called instead for about S/300 million to buy more surplus grain, and some regional committees suspended blockades under temporary truces while awaiting fast, transparent implementation.
- Rice accounted for 6.42% of agricultural gross output in 2025 and supports over 71,000 mainly smallholder farmers, so delayed or unclear execution of purchases, beneficiary lists and logistics could trigger renewed protests and continued strain on rural incomes.
