Peru Extends State of Emergency in Piura for 60 Days

The decree gives police power to limit certain rights, require permits for mass events, deploy armed forces support, and target intervention zones using intelligence-led crime maps.

Overview

  • The government published Supreme Decree N° 101-2026-PCM on July 4 and the extension takes effect on July 6, 2026 for a 60-day period.
  • The measure covers the districts of Piura, Castilla, Veintiséis de Octubre, Catacaos, Sullana and Bellavista, plus the provinces of Paita and Talara.
  • The Policía Nacional will lead internal-order operations with support from the Fuerzas Armadas and will select intervention areas using intelligence, indicators, statistics and crime maps.
  • Authorities may temporarily restrict or suspend rights protected by Article 137 numeral 1 of the Constitution, including inviolability of the home, freedom of movement, freedom of assembly and personal security.
  • All police and military action must follow Legislative Decree Nº 1186 on use of force and a joint protocol for interventions involving women and vulnerable people, and mass religious, cultural or sports events will require prior authorization while non-mass activities may proceed without a permit.
