Peru Declares 60-Day State of Emergency in Five Pisco Districts

Overview

  • The government published Decreto Supremo N.° 105-2026-PCM in El Peruano on Thursday, July 16, formally putting a 60-day state of emergency into effect for parts of the Pisco province.
  • The measure covers the districts of Pisco, San Andrés, Paracas, San Clemente and Túpac Amaru Inca and was signed by President José María Balcázar, Prime Minister Luis Arroyo and relevant ministers.
  • The Policía Nacional del Perú (PNP) will have responsibility for internal order with operational backing from the Armed Forces and an immediately created Comando de Coordinación Operativa Unificada (CCO) led by the head of the Ica Police Region.
  • The decree allows temporary restrictions on the inviolability of the home, freedom of movement, freedom of assembly and personal liberty and security, and requires prior authorization for mass public events while non-mass activities may continue.
  • The government frames the move as a step to curb criminality and violence, and authorities will use the 60-day window to test whether concentrated police–military coordination and limits on rights produce measurable security gains for local residents.
