Peru Congress Approves Lifetime S/1,130 Bonus for Pacification Veterans

The measure awaits submission to the Presidency, triggering a 15-day decision on promulgation.

Overview

  • The law is not yet in force because the signed bill has not been sent to the Executive; once received, the government has 15 days to promulgate or issue observations, after which Congress could promulgate.
  • Rollout prioritizes 1,799 veterans aged 60–65 and those with permanent disabilities, who would begin receiving S/1,130 per month this year if the law takes effect.
  • In total, 8,997 licensed veterans recognized by the Joint Command would be incorporated in five age-based groups down to ages 40–44.
  • Eligibility is limited to conscripts who served 12–24 continuous months in emergency zones between 1980 and 2000, completed a validated pacification action, ended service in specified ranks, and have no criminal, police or judicial records or alimony debts.
  • Beneficiaries must register in the AIRHSP system, with reports differing on a final application date of July 31, 2027 or July 31, 2028, and projected costs rise from S/23.4 million in year one to S/122.0 million by year five.
