Overview
- The treaty will enter into force on Wednesday, July 1, 2026 after Peru issued Decreto Supremo N.º 007-2026-MINCETUR and both countries exchanged the diplomatic notifications required to activate the 2011 agreement.
- An April 2025 complementary protocol and prior ratification steps, including Decreto Supremo N.º 023-2026-RE, resolved technical and legal obstacles that had kept the pact dormant for more than a decade.
- Peru expects tariff cuts and clearer rules to benefit agroexports, textiles, fisheries, processed foods and some manufactured goods, improving market access for products such as grapes, avocados and seafood.
- Bilateral trade rose to a record US$250 million in 2024 but fell to US$206 million in 2025; nonetheless Peruvian agricultural shipments to Guatemala hit a record US$72 million in 2025 led by grapes at US$27.3 million.
- Mincetur will coordinate the rollout, inform public and private actors including SMEs, and monitor changes that could lower export costs, raise competitiveness in Central America and attract new investment between the two countries.
