Peru Advances Justice-Sector Pay Reform With New Prosecutors’ Scale and Congressional OK for Judicial Plan

The judiciary’s pay redesign now depends on an MEF technical study due within 30 days.

Overview

  • The Economy and Finance Ministry enacted Supreme Decree No. 241-2025-EF on November 5, setting a new pay scale for Ministerio Público administrative and support staff under DL 728 with salaries from S/ 3,842 to S/ 15,600.
  • The decree caps earnings at the approved scale and allows only statutory gratifications for Independence Day and Christmas, a school bonus, CTS and a family allowance, with other payments barred except those later agreed under Law 31188.
  • The MEF’s human resources directorate must register the scale in the AIRHSP system for payroll transparency, and the decree largely repeals DS No. 409-2019-EF while retaining the rule that 40% of the income scale is subject to social charges.
  • On November 7, Congress authorized creation of a new remuneration scale for Poder Judicial jurisdictional and administrative personnel under DL 728, passing the measure with 83 votes in favor, two abstentions and none against, and waiving a second vote.
  • The approved measure requires the MEF to deliver a technical study within 30 calendar days or else allow the Poder Judicial to submit its own proposal, and sponsors say roughly 17,875 workers would be covered using the judiciary’s existing budget.
