PBOC Adds Eight Banks and Raises Digital Yuan Operators to 30

Beijing is pushing e‑CNY into regional banking by linking new lenders to the central system to enable later customer rollouts.

Overview

  • The People’s Bank of China on Monday, Aug. 17 approved eight commercial banks as e‑CNY operators, taking the total number of authorized domestic distributors to 30.
  • The newly authorized group mixes national joint‑stock lenders such as Ping An Bank with city and regional banks including Bank of Shanghai, Bank of Hangzhou, Huishang Bank, Bank of Changsha and Guangxi Beibu Gulf Bank, which should help reach small firms and local merchants.
  • PBOC statements say the eight banks have been technically connected to the central bank side of the digital‑yuan system but will begin customer‑facing services only after they finish required business and technical integrations.
  • The move builds on a Jan. 1, 2026 policy change that lets banks pay interest on verified e‑CNY wallets and treats verified balances under protections similar to deposit insurance, giving banks an incentive to integrate the currency into deposit operations.
  • China is also advancing cross‑border infrastructure through the CBETS platform, which has signed multiple direct‑participant agreements and supported a July ChinaSingapore e‑CNY settlement; the next key measures of success will be bank launch dates, merchant acceptance and measurable transaction uptake.
