Pakistan Updates National Control Lists Under SECA-2004

The move aligns licensing rules with standards set by NSG, MTCR, Australia Group through SECDIV’s routine review.

Overview

  • The government published the revisions in the Gazette as S.R.O. 1977(I)/2025 dated October 13, 2025, with the lists available on secdiv.gov.pk.
  • Exporters must obtain licences from the Strategic Export Control Division for listed items related to nuclear and biological weapons or their delivery systems.
  • Officials frame the update as continued harmonisation with international non-proliferation regimes, including the Nuclear Suppliers Group, Missile Technology Control Regime and the Australia Group.
  • SECDIV says the changes follow consultations with relevant ministries to keep national controls effective, up to date and internationally aligned.
  • The control lists were first issued in 2005 and previously revised in 2011, 2015, 2016, 2018 and 2022.
