OSFA Launches Using Military Payroll Funds With Most Debt Unpaid

Military salary budgets now bankroll the cleanup.

  • OSFA, the new health fund for Argentina’s Army, Navy and Air Force, began operating on April 1st after the services moved money from their own salary lines to restart payments to clinics and suppliers.
  • The Armed Forces have transferred about 80 billion pesos to cut into a certified shortfall that IOSFA’s residual administrator put at 212.99 billion pesos dating back to 2017.
  • Progress is uneven by service: the Army says it cleared its share, the Air Force formalized payment on April 15 through Resolution 2026-373, and the Navy reports advances, while Gendarmería and Prefectura have not paid and hold most of the debt.
  • Members still report patchy care in several provinces, with delays and high copays for basic visits and urgent care, as providers wait for more back payments to be negotiated and released.
  • Decree 88/2026 left who must cancel the remaining liabilities unclear, and using payroll funds to cover health debts could squeeze pay and operations unless the Economy Ministry later backfills the budgets.
