Opposition Challenges CAPF Leadership Bill in Rajya Sabha

Opponents argue it defies a Supreme Court directive.

Overview

  • Opposition MPs in the Rajya Sabha on Monday pressed to send the bill to a select committee and warned it would damage force morale and internal security.
  • The bill, introduced on Wednesday in the Upper House, reserves 50% of Inspector General posts, at least 67% of Additional DG posts, and all Special DG and DG roles for IPS officers on deputation.
  • The government says IPS leadership is needed for Centre–State coordination and argues the bill creates a clear service framework with defined promotion paths.
  • Serving and retired CAPF officers have petitioned Home Minister Amit Shah, calling the quotas a glass ceiling that leaves cadre officers “second-class” and pointing to 13–16 year waits for a first promotion.
  • The clash follows a May 2025 Supreme Court order to progressively reduce IPS deputation up to IG, a review bid rejected in October 2025, with a contempt plea against the Home Ministry now set for hearing next month.
