- OPM formally named Oracle the winner on June 10, 2026 for a 10-year, $395.8 million Federal HR 2.0 contract to deliver a single governmentwide human capital management platform.
- The platform will replace more than 100 separate agency HR systems and serve about two million executive-branch civilian employees with functions such as position management, personnel actions, payroll and benefits integration, and self-service tools.
- The award is a firm-fixed-price contract that requires FedRAMP and FISMA security compliance, audit-ready reporting, time and attendance tracking, and interoperability with existing federal systems.
- The procurement followed a contested process that included a canceled sole-source award, competitor protests and GAO review, and OPM says it completed hands-on testing and demonstrations before selecting Oracle.
