Ofwat Proposes £44.7m Redress for Welsh Water Over Sewage Breaches

A public consultation now tests Ofwat’s plan, which Welsh Water must fund without raising bills.

Overview

  • Ofwat concluded the utility breached legal duties by failing to run, maintain and upgrade wastewater assets, resulting in excessive storm overflow spills.
  • The proposed package allocates £40.6m to cut spills at priority overflows and curb groundwater infiltration, with £4.1m to improve water quality in highly sensitive catchments.
  • Payments are scheduled for 2025–2030 and, according to the regulator, will be covered by the company rather than passed on through higher customer bills.
  • Welsh Water accepted the findings, issued an apology, and says it has begun a transformation programme to strengthen oversight and improve wastewater performance.
  • Ofwat will consult on the proposal until April 2 as part of its wider sewage investigation, saying this seventh case takes total enforcement beyond £300m and delivers more than a straight £40m fine would have.
