Odisha Announces SITI Think Tank to Replace State Planning Board

The move signals a shift to data-led planning under direct oversight from the chief minister.

Overview

  • Odisha said it will set up the State Institute for Transformative Initiatives as the government’s apex policy advisory body in place of the planning board dissolved in July 2024.
  • SITI will sit under the Planning and Convergence Department to steer evidence-based policy that tracks results against the goals of Samrudha Odisha 2036 and Viksit Bharat 2047.
  • Its Governing Council will be chaired by the chief minister with a vice-chair at Cabinet rank, four full-time members at minister-of-state rank, nine ex officio members, two special invitees, and a CEO.
  • The institute will advise across core themes that include the economy and finance, rural livelihoods, jobs and urban development, ideation and innovation, energy transition, and the environment, forests, mining and natural resources.
  • An attached State Monitoring & Evaluation Office will act as the nodal unit for data and program reviews, which could speed course corrections in schemes and improve how services reach households.
