OAB-DF Questions Use of Protected Serrinha Land in BRB Rescue Plan, Signals Possible Court Fight
The bar association set a five-day deadline for the government to present technical and legal studies on the Serrinha do Paranoá parcel.
Overview
- In force since March 10–11, the new DF law allows listed public properties to be transferred to BRB, sold, or used as collateral for measures of up to R$6.6 billion.
- Gleba A in the Serrinha do Paranoá remains on the list and is valued at about R$2.3 billion, making it the largest single asset in the package.
- An IPAM study obtained by G1 estimates that clearing the area would release roughly 104,500 tonnes of CO2 and identifies the parcel as part of the 20% most preserved fragments with 119 springs and priority aquifer recharge.
- Terracap contends the site could accommodate around 35,000 residents and has no watercourses, a claim disputed by researchers who warn of damage to springs and hydrological connectivity.
- Environmental groups and community councils have opposed the move, a deputy filed a representation with the DF prosecutor’s office, and OAB-DF now flags licensing and land-regularization gaps as it weighs judicial action.
