The Novgorodskaya Semya program sets a 350,000‑ruble regional payment for a first child to mothers aged 29 or younger.
With the projected 2026 federal maternal capital of about 737,000 rubles, total first‑child support will exceed 1 million rubles.
Regional capital for a third or subsequent child will be 250,000 rubles, with eligibility based on family income.
The first‑child regional payment is not means‑tested and may be used for housing within the oblast or for kindergarten fees.
Payments start on January 1, 2026, with proactive provision and applications via the state services portal, and more than 2 billion rubles is allocated for family support in 2026.
