Northern Ireland to Introduce Graduated Driving Licences in 2026 as UK Government Shuns Wider Rollout

Officials say the staged system addresses high crash rates among 17–23-year-olds.

Overview

  • Stormont confirmed Graduated Driving Licences will start on October 1, 2026, making Northern Ireland the first UK jurisdiction to adopt the model.
  • Learners must complete a six-month minimum learning period with a training programme and logbook before taking the practical test.
  • Newly qualified drivers will face six months of night-time limits for those under 24 and age-related night passenger restrictions with exemptions for immediate family.
  • Drivers granted a full licence must display a novice plate for two years, with a public safety campaign to launch shortly before implementation.
  • The UK Department for Transport said it is not pursuing post-test restrictions nationally but is consulting on a minimum learning period for England, Scotland and Wales, as set out by minister Lilian Greenwood on January 26.
