New Zealand Commits NZ$1.58 Billion to Maritime Security and Fleet Renewal

It funds uncrewed surveillance systems, maintenance to extend existing ships, training upgrades to protect sea lines of communication.

Overview

  • The 2026 Budget adds NZ$1.58 billion for defence split into NZ$880 million of operating funding over four years and NZ$700 million of new capital investment.
  • A NZ$51 million operating programme will resource the Maritime Fleet Renewal effort to assess fleet makeup and buy uncrewed surface vessels for long‑duration maritime ISR plus a polar‑capable aerial system.
  • The package includes NZ$143 million in capital and NZ$72 million in operating money to carry out critical maintenance and restoration on Anzac‑class frigates and HMNZS Canterbury to extend their service lives until replacement plans are finalised.
  • Funding also covers training and base upgrades including NZ$23 million capital and NZ$2.5 million operating for a secure facility at Linton and improvements at Waiouru, alongside a Technology Accelerator pilot with NZ$1.5 million capital and NZ$16 million operating.
  • Officials say the measures raise total new defence investment to NZ$5.8 billion since the Defence Capability Plan and will boost local industry and sustainment because more than 80% of NZDF operating and personnel spending is retained in New Zealand.
