New York City Council Passes Vaccine Education Package, Sends Bills to Mayor

Lawmakers say the move answers a federal pullback on childhood vaccines.

Overview

  • The City Council passed five vaccine education bills and sent them to Mayor Zohran Mamdani, who has 30 days to sign, veto, or allow them to become law.
  • One bill directs the health and education departments to create clear vaccine materials and requires NYC Public Schools to deliver them to all parents, including families in 3-K and Pre-K.
  • Another bill orders the health department to publish by Jan. 1, 2027 a citywide plan to teach residents about childhood and teen vaccines, drawing on guidance from major medical groups.
  • Three companion resolutions press state leaders to expand who can vaccinate, set recommendations using recognized health bodies, and require insurers to fully reimburse providers’ vaccination costs.
  • Council leaders pointed to a 2026 measles resurgence tracked by Johns Hopkins and slipping childhood coverage in CDC data, even as New York reports 97.8% MMR coverage and four measles cases in the city this year.
