New Hampshire Man Sentenced to 15 Months for Using COVID Relief to Buy Golf Course

Prosecutors say he diverted SBA disaster loans that were limited to working capital.

  • U.S. District Judge Joseph Laplante sentenced Michael Kirouac, 38, to 15 months in prison and one year of supervised release on Thursday.
  • Kirouac pleaded guilty on Oct. 3, 2025, to one count of wire fraud.
  • He obtained more than $1 million in SBA Economic Injury Disaster Loans through four companies he controlled: HK Manchester, HK Loudon, HK Hudson, and HK Pelham.
  • About $600,000 of the loan proceeds went toward purchasing the Angus Lea Golf Course in Hillsborough after he was unable to secure bank or private financing.
  • Prosecutors say he also took a $260,500 EIDL for HK Hudson without disclosing an agreed sale, and the case was investigated by VA OIG, IRS Criminal Investigation, and SBA OIG with assistance from the Justice Department.
