Netherlands Launches Pilot of Emergency Support Points in Nearly 70 Municipalities

Run by NIPV for national and local authorities, the trial will set hub services with guidance expected in early 2027.

  • The nationwide pilot now covers nearly seventy municipalities across all twenty-five safety regions under commission from VNG, the safety regions and the Ministry of Justice and Security.
  • These local hubs are intended to provide reliable information, device charging via generators, facilities to report missing persons and access to drinking water during major disruptions.
  • Authorities will run 2026 in blocks to test staffing, information flows, roles for community initiatives and continuity during prolonged crises, leading to a formal recommendation in early 2027.
  • Exact sites are still being finalized, with confirmed participants including Rotterdam, Maassluis, Hendrik-Ido-Ambacht and Westerveld, and designated locations announced in parts of Gelderland.
  • The initiative extends recent public preparedness efforts such as the Denk vooruit campaign encouraging three-day supplies and cash for scenarios like extended power outages or cyberattacks.
